This site provides an opportunity to see one type of equipment cabinet when weathered and once again the paving. Perhaps that is a single slab leaning against the cabinet.
Looks like the top is GRP.
In this case we hope far enough north-side to not cast a shadow.
From previous comments, on top is some kind of trig point.
