Exactly. This is the civil service. It’s empire building. That’s what losers do.
I’ve been in an oil company where the exploration manager delayed signing AFEs approved by higher ups so that what he finally signed was the “most recent”, i.e. the one on which the work was already done, so that his budgeting, he boasted, was always within 5%.)
It requires both balls and a frustrated management that allows the project to continue without all the proper paperwork done, but at year’s end, you sure look good.
The Met Office as a private company, top-down reporting.
(P.S. it took a couple of us 4 years to figure that one out.)
