Oh my. 20% of entire EU budget to be blown on ‘climate action’ in 2015 run-up to Paris gabfest.


On 19 January EU foreign affairs ministers endorsed a Climate Diplomacy Action Plan prepared by EEAS & DG CLIMA. The document was not initially published but has since been released after a freedom of information (access to documents) request. PDF copy accessible here.

    Scene setter

    It is essential to secure a fair, ambitious and legally binding international agreement under the United Nations Framework Convention on Climate Change (UNFCCC) at the 2015 Conference of Parties in Paris (COP21) and to ramp up pre-2020 climate change action.

    Strand 2: Support to low-emission and climate resilient development – the EU has been

    mainstreaming climate action into national development plans, poverty reduction strategies and

    public and private investments to help achieve low-emission and climate resilient development.

    In 2013 the EU adopted a climate budget ready for the future, in which at least 20% of the entire

    EU budget (internal and external budget) for the financial period 2014-2020 will be spent on

    mainstreaming climate action into all EU policies. Together with the successful mobilization of the

    Green Climate Fund (GCF) in 2014 of over USD 10 billion, almost half of which was made up of

    contributions from EU Member States, the EU is signalling to third countries that its commitment

    to supporting a green development path is credible. Moreover, the EU has proved that its model

    towards low carbon economy is competitive and that it is willing to share its experience to a low-
    emission carbon economy with partner countries. This effort should combine public and private

    Just like in the US, the point of the government budget is to pay the politician’s campaign contributors with tax payer funds. We call it cronyism. Those who receive it are called Crony Capitalists. Eco-cronyism is just another version of political rewards.
